With reference to previous correspondence resting with my letter No.44 of 8th November, 1941,

regarding attacks on junks near Hong Kong by

Japanese Naval vessels, I have the honour to forward for Your Excellency's consideration reports of two

cases where in making these attacks sailors from

Japanese vessels have wantonly opened fire killing

Chinese members of the junk erows.

I request that you will, if you think fit,

make these cases the subject of a special protest.
